I agree with Mathias that the weathering is overdone in some areas of the hull (as Christian pointed out, one needs to restraint himself). According to my sources, the Eugen hull looked pretty bad only after the ramming of the Leipzig (15/10/1944), after which it entered dry dock for replacement of the bow section. There is a photo right after the refit (early 1945), where the hull looks particularly 'dirty' - I guess that this model was based on this photo.
