My dot is always green, so I'm presuming it denotes a user's online status. I suspect the stars are a sort of ranking system, but I haven't seen where these are documented.

Correct. The stars are basically contributor levels. The more stars you have, the higher your level of access is for things like making edits and changes to the database entries. The ranking system isn't really based on "time spent" but more like "time WELL spent". So if you add kits to the database, edit timelines, clean up errors, etc. you'll get more stars.
