What's the best way to get paint from Tamiya jars to the color cup?... I'm using disposable pipettes to measure out drops, but I swear that I just ran through a 23ml bottle in half a car. I think the pipettes are 'stealing' the paint (on the inner walls) even though I empty them the best I can. Any advice?

Nice solution, Wim!
I never shake my Gunze or Tamiya bottles. I always stir them with the spatula shown. Shaking gets paint onto the thread, and this makes the lids rock solid. I always keep the threads clean from paint. Never again had the problem to re-open a bottle.
