Hi Jennifer. Yes I got there in the end despite the poor instructions. The seat belt materials come with the kit PE and some ribbon similar to Tamiya seat belt add ons..

My first time building a Belkits model and I must say I've never come across such a terrible set of instructions. The diagrams of the build stages are really difficult to decipher where parts are located hence a number of parts in the build were a bit of guesswork to determine where they were to go. Overall, the finished model turned out OK
As for the quality of the kit, not too much to worry about with very little flash and quite a bit of detail included.
If you are building this, the location of the steering column and associated bracing is a bit of a challenge and took me some time to get it somewhere right in the end.
