I did some research and found out that this photo was taken on June 9, 1944 in San Francisco after refit and heading to Pearl Harbor, these kind of transportation operations were pretty common when CVs were being transferred from one port to another. They still do actually, modern US Navy Carriers carry the cars etc. of their crew when their ship changes their base.
