I'm trying to understand photo 148. What is happening?

Here's the way I interpret it: it is a Mig-21 exhibited in a polish aviation museum. Some parts of the plane are removed already and undergo restoration as depicted in the lower level of the dio. If I recall it right the dio won Gold in it's category.
