In 1998, Osama Bin Laden and the Zhawar Kili Al-Badr camp complex in the Khost region of Afghanistan were targeted for a pre-emptive strike - Operation Infinite Reach. The camp hosted multiple insurgent groups including al-Qaeda, Egyptian Islamic Jihad, Algerian Armed Islamic Group, Harkat Ansar, Lashkar-e-Taiba, and Hizbul Mujahideen. US Navy ships in the Arabian Sea attacked the camp with BGM-109D TLAM-D anti-personnel missiles from the USS Cowpens, USS Shiloh, USS Milius, USS Elliot, and USS Columbia.
