The aircraft was actually captured by Soviets from the Latvians after it was captured from the Polish Air Force following an escape during the German conquest.

So the Latvians captured it first, and then the Russians? Do I have that right Lukasz? Did Latvia purchase any of this type from Poland?

They were first used to escape from conquered Poland to then neutral Latvia (which used to be more friendly to Poland than e.g. neighbouring Lithuania) in Sept 1939. Then, less then a year later the Soviets occupied Latvia and acquired all the Latvian stuff as well.
