But how should such sets be qualified? As a book or rather as decal sets?

I have quite a few of those "books that included decals",,,,,,,I keep track of them at home by having a card for the book, and a card for the decals, with a decal listing in the appropriate aircraft type folder.
I think the easiest way to do this is to consider it a book and note the included decals in the book's feature descriptions. A lot of these books get sold used without the decals included in them.
